"Not a commercial release, but a service for collectors" would indicate to me that it is not a legal item. Sounds more like a VHS-to-DVD copy with home-made 'artwork'.
Personally, I'd wait for the film to be released by the copyright holder in a legal, professionally-manufactured DVD.
